Orter Mádl
Orter Mádl is a Divine Visionary, a member of the subdivision of the Bureau of Magic known as the Administration of Magical Powers, and the older brother of Wirth Mádl.

Appearance
Orter has dark brown hair with long locks. He has two lines that transform into a rectangular shape on his cheeks. His irises are yellow with a spiral pattern. He wears glasses and traditional robes. He drapes his jacket over his shoulders without putting his arms through the sleeves and sports a green vest.
When he removes his glasses, his eyes transform into a pair of "3" digits.
Personality
Orter strongly believes in the established rules and is ruthless in protecting the status quo. His intimidating charisma is such that it even inspires fear in Cell War.
However, he is capable of collaborating with those who oppose the rules when the situation calls for it.
History
Past:
In his youth, Orter attended the Police Academy alongside his junior, a staunch defender of justice and order. At the time, Orter simply sought to lead a modest life with a stable job. During a mission, his teammate died, leaving him with the last words to restore order and prevent further human casualties. This event marked a turning point for Orter, who would later become a Divine Visionary.

Sand (サンズ, Sanzu): Orter’s personal magic allows him to create and manipulate sand. When compacted to high density, his sand can even cut through steel. It is versatile in combat, providing both offensive and defensive capabilities.- Sand Compression (サンズ・コンプレション, Sanzu Konpureshon): Orter compresses his sand and launches it forcefully toward his targets, enhancing the power of the attack.
- Transformation into Sand: Orter can transform his body into sand to surprise his opponents by reforming outside of their line of sight.
Enhanced Speed: Orter can move at phenomenal speeds thanks to his magic.
Enhanced Endurance: He can endure invisible assaults and continue fighting.
Improved Reflexes: Orter easily dodges rapid attacks and reacts to formidable opponents.
Summoning: Orter can summon a god using his wand, greatly amplifying his magical power.
