Borsalino, more commonly known as "Kizaru, the Yellow Monkey", is one of the three Admirals of the Navy. He is the only Admiral to retain his position after the time skip, with Sakazuki "Akainu" being promoted to Fleet Admiral after winning his battle against Kuzan "Aokiji", who, in turn, left the ranks of the Navy.
He was first mentioned by Nico Robin during the initial encounter with Admiral Aokiji. He is the main antagonist of the Sabaody Archipelago Arc, one of the secondary antagonists of the Marineford Arc, alongside Kuzan, and a secondary antagonist in the Egg Head Arc. He is also an antagonist in Film Z.

Appearance

Kizaru has short, curly black hair, a small beard, and wears a yellow-orange striped suit with light yellow stripes, a dark green disco-style shirt, a purple tie, and orange sunglasses. Like Aokiji and Akainu, the other two Admirals, he is relatively tall (measuring over 3 meters in height). He appears and is older than the other Admirals due to his wrinkles. He often wears a smile that gives him a nonchalant, passive, and somewhat absent-minded and spacey look. After the two-year time skip, he grew a moustache and also swapped his shirt and tie for a turtleneck of the same colour as his shirt. Twenty-five years ago, when he was a Vice-Admiral, he wore a grey pinstripe suit, a black shirt, and a blue tie. He also wore a black fedora and smoked two cigarettes.

Kizaru is someone who is particularly relaxed and sometimes exhibits a childish behaviour. He always speaks very slowly, dragging out the end of his sentences, and he doesn’t seem very bright. For example, when he arrives at the Sabaody Archipelago, he mistakes his Den Den Mushi (he speaks into one meant for surveillance rather than the one for communication!) and even asks pirates who were about to attack him if they had seen Sentomaru.
Another aspect of his personality is his exaggerated nonchalance and habit of looking down on and mocking his opponents. Due to this characteristic, Kizaru is an Admiral confident in his strength, as evidenced by his desire to go to Sabaody to resolve the situation caused by the Straw Hat Pirates or even his intention to head to Wano Country, despite knowing absolutely nothing about the strength of the Samurai. He doesn’t even bother to dodge his opponents' attacks, but this overconfidence sometimes makes Kizaru careless, and he can be caught off guard by lowering his guard. This was the case against Scratchmen Apoo, Rayleigh, and Marco. However, despite his seemingly zen appearance, Kizaru remains a conscientious and relentless Admiral. He follows orders through to the end and has no mercy for pirates, even if his view, as Oda has pointed out, is "uncertain/ambiguous", and lies somewhere between Akainu’s and Aokiji’s (respectively absolute justice and "easygoing, carefree justice").
This is why he is frustrated when the Straw Hat crew escapes him on the Sabaody Archipelago. During the Marineford Arc, his passivity will be matched only by his inflexibility. He will relentlessly and systematically repel the attacks from the pirates trying to free Ace and will take on the task of blocking Whitebeard. He will also attempt to attack Law's submarine, but Ben Beckman prevents him by pointing his weapon at him.
Relationships
Marines

Kizaru appears to have a friendly relationship with Admiral Akainu. The two are seen together during a moment of relaxation in a transitional image by Oda. It’s worth noting that he is one of the few members of the Navy, alongside Sengoku, Garp, and Aokiji, who calls his colleague by his real name, Sakazuki. However, his nonchalance and calm demeanor sometimes irritate Akainu.
He maintains a good relationship with Aokiji, though the two Admirals don’t show any apparent camaraderie, so it can be assumed that their relationship remains purely professional.
He is nicknamed the "Ace of Aces" in the Navy, likely due to his efficiency and tenacity.
Sentomaru
Within the Navy, he is described as Sentomaru's "uncle" (in a mafia-style sense, meaning a kind of mentor), with Sentomaru being the personal bodyguard of Professor Vegapunk before the time skip.
Vegapunk
Vegapunk Kizaru was close to Vegapunk, and the scientist used to experiment with his lasers in order to incorporate them into his project for the Navy’s robots.
Enemies
Kizaru considers pirates as enemies of justice and thus sees them as individuals to be punished without hesitation. Pirates fear him. Despite his relaxed attitude, he shows no mercy towards them and fights using brute strength. Far from being a tactician, he relies on the incredible power of his Devil Fruit.
Bartholomew Kuma
He doesn’t really trust Bartholomew Kuma. Kuma stated that his pact and loyalty were with the World Government, and as such, he has no obligation to explain his motivations to the Navy.
Whitebeard
Kizaru played a major role in the Marines during the Marineford battle, causing significant losses among Whitebeard’s crew, their New World allies, and escaped prisoners from Impel Down. Initially, he wanted to attack Whitebeard, but he was intercepted and began a fight against the 1st Division Commander Marco. Marco’s Mythical Zoan-type Devil Fruit and his regenerative abilities far surpassed Kizaru's Pika Pika no Mi, pushing the Admiral into a deadlock.

When Whitebeard was severely injured by Admiral Akainu, the event provided Kizaru with an opportunity to catch Marco off guard. With the help of Vice-Admiral Onigumo, Kizaru managed to place a pair of Seastone handcuffs on Marco, nullifying his Devil Fruit powers.
Eleven Supernovae At the Sabaody Archipelago, Kizaru faced X Drake, Basil Hawkins, Scratchmen Apoo, and Urouge. He eliminated all of them without even needing the assistance of the Pacifista. However, he allowed them to escape without capturing them, distracted by the Straw Hat Pirates and Silvers Rayleigh.
The Straw Hat Pirates He attacked the Straw Hat Pirates but was forced to fight against Silvers Rayleigh, ultimately losing his prey when the Warlord of the Sea, Bartholomew Kuma, teleported the pirates to the four corners of the world.
Kizaru was also a major obstacle to Luffy's rescue attempts and at one point mocked Luffy for not having the power to save Ace. He stopped Luffy's progress multiple times, even destroying the original key for Ace’s handcuffs. Overall, Kizaru relentlessly pursued Luffy whenever he was within reach, first at the Sabaody Archipelago and then during the Marineford battle.
Abilities and Skills
Kizaru possesses extraordinary power, as he is an Admiral. Considered one of the Navy's most valuable assets, he is referred to as "the Ace of Aces" by his peers.
Haki
It is implied that all Marines with a rank higher than Vice-Admiral are capable of mastering the two common forms of Haki. Borsalino, in particular, masters the Armament Haki. He is able to strike Marco, Whitebeard’s 1st Division Commander, even when Marco is in his Phoenix form. He can also, for example, counter Rayleigh’s sword strikes (imbued with Haki) with his light blade or take a powerful kick from Marco with his arm without flinching or showing any sign of weakness.
He also masters Observation Haki.

Devil Fruit
Kizaru has eaten the Pika Pika no Mi (Glint-Glint Fruit), a Logia-type Devil Fruit that allows his body to be made of pure light. As a Logia user, he cannot be harmed by physical attacks, such as bullets, sword strikes, or explosions. Kizaru primarily uses the key characteristic of light: its speed. He can teleport quickly from one place to another, easily catching up with fleeing individuals. The speed of his attacks is also devastating, as seen in his battle with the Supernovas. He also has the ability to use his power as a laser, firing powerful and explosive beams of light. This particular ability was later utilized by Dr. Vegapunk to arm his Pacifistas. Kizaru is so fast that only those with an extremely powerful Observation Haki can see him in his light form. Of course, Seastone remains his primary weakness, as it does for all Devil Fruit users.
Kizaru is also a rather unusual fighter, often seen with his hands in his pockets, casually using his leg to sweep an opponent at the speed of light. One of his leg strikes can knock out an enemy with a single hit, or even kill them if they don't have proper defense.
During his fight with Urouge, while striking him, he was already thinking about the next phase of the battle.
This Devil Fruit gives him a striking contrast: he is one of the least reactive characters in the manga, despite possessing the fastest power.
Weapons
While his light-based abilities allow him to defend himself on his own, against users of Haki, the Admiral uses a light sword created through his power. Once again, Kizaru demonstrates that he is a versatile fighter, matching Silvers Rayleigh in both speed and strength.
History
Past
At the age of 26, Borsalino joined the Marines alongside Sakazuki and was mentored by instructor Zephyr. The two were already considered "monsters."
He also met the scientist Dr. Vegapunk, who assigned him to certain missions. They were informed that a village was being attacked by bears and that they needed to handle the situation. However, when they arrived, the bears were already defeated. The young Sentomaru, banished from his native village due to his violence and strength, had taken care of the bears. Vegapunk took the boy on as his bodyguard, and Borsalino trained him so that he could also protect Vegapunk.
The Battle of Ed War
Borsalino is seen aboard a Marine warship alongside Sengoku in the Marineford port, on high alert due to the confrontation between Roger and Shiki. His exact position at that time is unknown, but it can be assumed he was already among the high-ranking officers, as he wore the Marine coat and his yellow suit.
Death of Fisher Tiger
While the Sun Pirates were wreaking havoc across the seas, Vice-Admiral Borsalino was informed by Strawberry that Kadar's flagship had been sunk. Borsalino commented on the unnerving and calm way the pirates acted as usual. After learning that the people of Foolshout Island had sold Fisher Tiger out, Arlong went to the island to avenge him. The Admiral targeted Arlong with a laser, knocking the Fish-Man to the ground. Borsalino was surprised to hear that Fisher Tiger had died and said that he intended to take Arlong for interrogation at G-2.
The Ohara Incident
Borsalino was present during the Ohara Incident, serving as one of the five Vice-Admirals leading the Buster Call offensive alongside Akainu and Aokiji.
