Issho, better known as Fujitora (lit. "Wisteria Tiger"), is one of the three admirals of the Marine headquarters.
He served as the main secondary antagonist of the Dressrosa arc.

Appearance

Issho is a blind man who usually keeps his eyes closed. He is tall, with a broad physique, a prominent nose, short black hair, long legs, a hidden moustache, and a thick goatee. The most distinctive feature of his face is an X-shaped scar on the left side of his forehead, which extends across both of his eyes. This scar was self-inflicted by Issho.

Like the other admirals, Issho wears a customised Marine coat – in his case, with purple cuffs – which he drapes over his shoulders. Unlike previous admirals, Issho does not wear a conventional suit and opts for a purple yukata – violet in the anime – beneath a violet cape wrapped around his neck. The yukata is secured with a dark purple belt. Issho carries a shikomizue sword, which serves as a walking stick for his blindness, and wears geta sandals. Around his forearms, he wears white bandages and khaki gloves that only cover the backs of his hands.

On the cover of Chapter 890, he was depicted with an alternate design in which orange tones stood out: his amber cape and dark orange yukata.

Issho is a man of modest, gentle, and calm temperament, and is distinguished by his love for games. His view of justice greatly differs from the absolutist stance typically upheld by the Marine and the Government, and appears to be rooted in the old 16th-century ideal of "blind justice" (盲目の正義 Mōmoku no seigi?), which represents an idealised and impartial justice, applied without regard to wealth, power, influence, or other factors; in other words, a justice focused on facts rather than individuals, ultimately dictating that the law must be the same for everyone.

According to his own words, "his justice" consists of avoiding "destruction," meaning collateral damage; focusing on the protection and defence of innocent civilians and prioritising their safety over the arrest of criminals; something that sets him apart from his superior, Sakazuki, and other high-ranking marines who are willing to sacrifice their own men to capture pirates. Unlike them, he is compassionate and kind towards his troops. Despite not adhering to the official doctrine of the Marine, Issho is a faithful follower of the law, as he ordered his troops not to capture Caesar Clown due to Doflamingo's protection, one of the Seven Warlords of the Sea.

On numerous occasions, Issho has shown a deep aversion to the "evil" and "corruption" of the world, even going as far as to tear out his own eyes so he would not witness its "evil." As such, he is highly sensitive to injustice, particularly that caused by the World Government, which he does not hesitate to publicly accuse of obscurantism and causing death and destruction to maintain its power, influence, and privileges. From his criticism of the government emerges his intention to change the structure that governs the world through drastic measures, such as the abolition of the Seven Warlords of the Sea system.

Beyond his ideological stance, he is sometimes somewhat naïve and good-natured, as evidenced by his belief in the good faith of certain scammers. Despite his apparent kindness, when he discovered that he had been deceived and was being taken advantage of due to his blindness, he acted ruthlessly because of his sensitivity to injustice. Also, during his brief confrontation with Luffy, he expressed his anger at Luffy treating him like an invalid. In addition to being naïve, Issho is very disoriented and sometimes acts without thinking, which often leads to reprimands from his own men. This characteristic was confirmed when he launched one of his meteorites at Sabo without considering the torikago factor, which split his meteorite and caused significant damage to the city. He is capable of recognising his excesses and often apologises. Sometimes he makes amends, as when he compensated the owner of the bar in which he had dug a massive crater. His modesty and simplicity have led him to downplay his formidable reputation and the praise received from Law and Doflamingo after demonstrating his power.

Other notable traits of his personality include his calmness, sense of humour, and pride. Despite critical situations, Issho generally remains composed and has rarely been seen losing his cool. One of the most notable examples of this was when he continued eating noodles even as Law redirected one of his meteorites towards him and his men. Unlike the three admirals initially introduced, Issho has an exceptional sense of humour that contrasts with the usual stern expressions of his companions. During his confrontation with Luffy, he showed an exaggerated comic expression when his rival dictated his attacks, taking his blindness into account. His strong sense of pride and stubbornness were displayed towards the end of the Dressrosa arc when he refused to apologise to Sakazuki or retract his words, even though it meant he could never return to any Marine base.

Despite his responsible attitude, as mentioned at the beginning of the section, Issho is a big fan of gambling and sometimes avoids his responsibilities by playing at the casino. Similarly, gambling is an important theme in his way of being, as he often makes references and analogies to it in his conversations. Surprisingly, he generally relies on chance to make some important decisions, such as whether or not to capture Luffy and Law. Even in his battles, he risks the safety of others and relies on chance, as when he launched a meteorite at Green Bit without being completely sure that Law and Doflamingo could stop it. Had this not been done, the damage to the island would have been insurmountable.

As an admiral of the Marine, Issho has complete authority over all soldiers of lower rank and has the ability to invoke a Buster Call in any territory he deems appropriate, as well as revoke any Marine lord from their position. In accordance with his rank, his leadership ability is exceptional, as demonstrated during the events in Dressrosa.

As an admiral, Issho is considered one of the three most powerful individual fighters (four if counting the current fleet admiral) of the Government and the Marine. His level is such that Sakazuki trusted him with eliminating Monkey D. Luffy and Trafalgar D. Water Law, two pirates of exceptional prestige and strength. According to Doflamingo, he and Ryokugyu are considered two "monsters" in terms of strength. Along with Sengoku and Tsuru, he succeeded in defeating Jack, one of the three most prominent lieutenants of the emperor Kaido.

One of the greatest testaments to the admiral's exceptional combat level is that he was able to fight against Sabo, the Chief of Staff and second-in-command of the Revolutionary Army, and come out nearly unscathed. He was also able to greatly surpass Luffy towards the end of the Dressrosa arc, although Luffy had not used his more advanced techniques.

Physical Abilities

In addition to the abilities granted by his Devil Fruit, which will be detailed below, Issho possesses excellent physical attributes that have allowed him, among other feats, to stop multiple attacks from Zoro and defend against all of Luffy's attacks. Furthermore, he has great reflexes and was able to easily block an unexpected kick from Doflamingo.

Like his fellow admirals, Issho has exceptional hearing, as he was able to hear Nami's weather beams from a distance; something that Doflamingo could not detect.

Devil Fruit

Issho consumed the Zushi Zushi no Mi, a Paramecia-type Devil Fruit that grants him the ability to manipulate gravity in a specific area at will, sending gravitational or anti-gravitational forces.

These gravitational forces have such a high range that they allow him to summon meteorites and impact them against his enemies, which is one of his most well-known uses of his power.

Haki

Dr. Fishbonen mentioned that all Marines with the rank of vice-admiral or higher can use Haki, so Issho, as a senior officer, is able to use it. Issho is proficient in both Busoshoku and Kenbunshoku.

Weapons

Unlike the other admirals, who mainly rely on their Devil Fruit abilities, Issho relies on a shikomizue (a bamboo sword) in combat. The link between his Devil Fruit ability and his katana has not yet been explained, but Issho seems to always channel his power through it. Due to his blindness, Issho uses his sword as a walking stick when not in combat; however, he has proven to be perfectly capable of seeing without using his stick.

Issho wields his sword in an inverted grip style, with the blade pointing away from his thumb. Despite his blindness, he has proven to be an exceptionally skilled swordsman and is able to easily deflect thrusts and strikes from his enemies.

In the anime, before going to the restaurant, he had a brief conversation with Zoro. During the encounter, Zoro seemed intimidated by him and was about to draw his sword, but calmed down when Issho left.

In the anime, Issho won fifteen times at roulette before losing to Doflamingo's henchmen. In the manga, he is only shown losing.

In the anime, Issho struck Doflamingo's thugs with his sword before creating the hole in the building. As he sheathed his sword, gravity began wreaking havoc on them.

Still in the anime, after leaving the Corrida Coliseum, Issho used his ability to retrieve a ball that a girl had lost.

When he faced Luffy and Zoro after releasing Doflamingo from the torikago, the manga only shows him clashing swords with Zoro. However, in the anime, he already had a brief confrontation with Luffy.
