Appearance
Betty is a tall and slim woman with fair skin, short purple hair styled in a bob cut. Her pale green eyes are typically covered by a pair of black-framed sunglasses with red lenses and tiny white specks at the bottom. She also wears lipstick and is often seen smoking a cigarette.
She wears a red top hat with red glasses, a pair of curled red horns at the front, and a long, puffy white plume at the back. She has a red tie, and her chest is barely covered as she leaves her short red jacket with pink edges unbuttoned. She wears red and white striped stockings beneath her red thigh-high boots. Her red frilly skirt is short at the front and long at the back. She also carries a large flag bearing the symbol of the Revolutionary Army.
Personality
Betty treats the people she helps in a very rude manner, insulting them and referring to them only with degrading terms. Despite this attitude, her intention is always to recruit them into the Revolutionary Army, encouraging them to make their own choices. She believes that committing heroic acts is a decision one makes for oneself. When the inhabitants of the kingdom of Lulusia took up arms and fought, she briefly broke her usual attitude to congratulate them for their actions. Despite her rude and disrespectful behaviour, she shares with her fellow leaders the same feelings of mercy and the same desire to help those in need. Furthermore, she shows respect and appreciation to those who fight against their own enemies and problems, smiling warmly and proudly congratulating the people of Lulusia for standing up and fighting the Fish-Man Pirates.
Abilities and Powers
As a leader of the Revolutionary Army, Betty holds a position of power within the organisation. As the commander of the Eastern Army, she controls all the soldiers under her command. The World Government has issued a bounty of 457,000,000 Berry on her, proving that she poses a significant threat to their operations.

Betty is an extremely charismatic speaker. With her Devil Fruit powers, she inspires many people to fight. Morley has referred to Betty as the flagbearer of freedom for her skills.
Devil Fruit
Betty has eaten the Kobu Kobu no Mi, a Paramecia-type Devil Fruit that allows her to encourage and rally people into combat, thus boosting their determination and physical strength. She activates her power by speaking words of encouragement to her targets. Once someone has been encouraged, this power will maintain their fighting spirit for a certain period of time, though it is unknown how long this effect lasts or if there is even a time limit.
Her power is so effective that she is able to transform the frightened and powerless citizens of the kingdom of Lulusia into a fighting force strong enough to successfully repel the Fish-Man Pirates invaders armed only with sticks.
Haki
Betty possesses the ability to use both Busoshoku and Kenbunshoku Haki.
History
Twenty-two years ago, Belo Betty was a member of the Freedom Fighters and participated in the liberation of Bartholomew Kuma and Ginny, recruiting them into their ranks. That same year, the Freedom Fighters were restructured into a new group called the Revolutionary Army, with Betty remaining in the group under an unknown rank. Over the past four years, Betty met Kuma alongside her fellow revolutionaries. She asked for his blessing to become the commander of the Eastern Revolutionary Army, which he granted, giving her Ginny's former position.
Whole Cake Island Saga
Betty and her fellow leaders Morley, Lindbergh, and Karasu travelled to the kingdom of Lulusia to save the citizens from the plundering of the Fish-Man Pirates. Betty addressed the citizens, giving them the choice to fight. Those who decided to fight had their latent powers awakened by Betty's Devil Fruit, and Betty instructed Lindbergh and Karasu to support the citizens as they charged into battle. After the pirates were defeated, the leaders left the citizens to collect the bounty from the captain, and Betty gave the citizens the coordinates of the revolutionaries, encouraging them to rise up with the army. The leaders then headed to Momoiro Island to meet the rest of the army and prepare their declaration of war against the World Nobles.

After the meeting on Momoiro Island, Betty had a conversation with Koala, commenting on the latter's desire to fight the World Government for the sake of the Fish-Man race.
Wano Country Arc
After the Levely, the newspaper reported that Sabo had assassinated Nefertari Cobra.
Later, the other officers brought Bartholomew Kuma, whom they had saved from Mary Geoise, to Momoiro Island.
Final Saga
While the other revolutionaries celebrated the news that Sabo was still alive, Betty found the noise annoying and told them to calm down. As Dragon was about to interrogate Kuma, Sabo called the other revolutionaries and denied having killed Cobra. Sabo attempted to report what he had seen in Pangea Castle, but the World Government cut the signal and destroyed the kingdom of Lulusia.
Later, the revolutionaries were repairing Kuma when he suddenly got up by himself, ran towards the coast, and propelled himself off the island.
Belo Betty then welcomed the survivors of the kingdom of Lulusia to the island, remembering them from when they had been liberated from the Fish-Man Pirates in Lulusia before enlisting them into the Revolutionary Army.

- Betty's name may refer to the real-life revolutionary Betty.
- Her name and flag could also be a reference to Betsy Ross, a creator of the American flag used during the American Revolutionary War.
